- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- The Michigan Mobile Health Corps (MMHC) is an entity that provides coordination and standardization of preventative service delivery across the state. Nationally, the MMHC is considered an exemplar of public-private partnership, with governmental and philanthropic funding seeding development and reimbursable service delivery driving sustainability. The efforts of the MMHC have already benefited so many Michiganders. In FY25 alone, MMHC providers conducted more than 3,700 community events where over 31,000 patient encounters were conducted. A centerpiece of this work is Wayne State University’s award-winning PHOENIX (Population Health Outcomes Information Exchange; phoenix.wayne.edu) platform, a publicly available integrated data visualization tool that is used for mobile health deployment helping to ensure that resources are used efficiently and data compilation to show program reach and effectiveness. Students and trainees from Wayne State and other R1 universities in Michigan in programs from nursing and social work to public health and graduate medical education have had the opportunity to work with the MMHC providing unrivaled experience in community based healthcare. Mobile health units have also provided a setting for Academia to conduct research projects, bringing in Federal and national foundation funding to Michigan Universities and Colleges. Foremost among these is ACHIEVE GREATER (total award of $21,118,687), one of eleven NIH funded centers aimed at reducing chronic disease burden as part of the Health Excellence Action Network. ACHIEVE GREATER specifically seeks to improve cardiometabolic health in Detroit and surrounding communities through mobile health engagement. The MMHC is a coalition of mobile health unit programs statewide. It consists of local health departments, healthcare groups, and other non-profit organizations all seeking to provide preventative healthcare services in Michigan. As of FY26, 15 mobile health programs have been supported through previous State appropriations and looking to expand with the addition of two new rural local health departments or other community organizations. Each program has its own unique set of preventative service lines and many work together to meet the complex needs of the various communities they serve. Wayne State University is seeking funding to continue the MMHC, and its efforts for long-term sustainability. Such support will enable MMHC partners will continue providing preventative health services currently offered and add new service lines with an emphasis on reproductive and women’s health. Continued funding would also allow for further development of integrated data platforms including a common process for patient intake and screening data to be shared via connectivity with the Michigan Health Information Network (MiHIN). The net result will be a robust network of mobile health providers that are working together to make our great state the healthiest in the nation.
