6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Purpose The Detroit Youth Arts Fund will expand access to high-quality arts education and creative workforce pathways for young people across Detroit. Administered by Connect Detroit, with field coordination and community engagement from Detroit Excellence in Youth Arts (DEYA), the fund will provide grants and workforce support to nonprofit organizations serving Detroit youth. The Detroit Youth Arts Fund will provide annual grants and workforce stipends to 20–30 nonprofit arts organizations offering programs in: ● music education ● theater and performance ● dance ● visual arts ● digital and media arts Funding will also support teaching artists and youth creative workforce pathways, connecting young people to careers in Michigan’s growing creative economy, including performance, production, design, and media arts. Benefit Detroit is Michigan’s largest cultural center and a major contributor to the state’s creative economy. Investing in youth arts programs strengthens Michigan’s future workforce while ensuring young people across Detroit have access to high-quality arts education and creative opportunities. The Detroit Youth Arts Fund will: ● expand arts education opportunities for Detroit youth ● strengthen nonprofit youth arts organizations across the city ● create employment opportunities for teaching artists ● build pathways into Michigan’s creative economy and cultural workforce Expected Annual Outcomes ● 10,000–15,000 Detroit youth served ● 20–30 nonprofit arts organizations supported ● 100+ teaching artists employed ● Dozens of youth performances, exhibitions, and community arts events
