6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The existing 12-inch watermain along Willow Road, from Sumpter Road east for approximately 1.5 miles, has experienced nine breaks over the past eight years, with each repair costing about $15,000. Installed in 1969, the pipe is deteriorating due to electrolysis, causing pitting and weakening its structural integrity. Inspections during repairs have shown the pipe is in a fragile condition, and each break increases the risk of contamination entering the system. Additionally, outages during repairs can compromise the community’s ability to maintain adequate fire flow when needed.
