6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Founded in 1967, Michigan Assisted Living Association (MALA), a 501 (c) 6 , tax exempt non-profit organization, is Michigan’s leader in advocacy, training and education, and resources for providers of residential, assisted living, and other community-based services. Its members serve more than 30,000 adults statewide, including older adults and people with intellectual or developmental disabilities, mental illness, substance use disorders, traumatic brain injuries, and physical disabilities. Across settings such as Homes for the Aged, Adult Foster Care, and other supportive living environments, families rely on these services when a loved one’s needs can no longer be safely met at home. Transitions into new settings are among life’s most vulnerable moments—often marked by loss of familiarity, routine, and control—and carry real risks for residents, including falls, elopement, anxiety, withdrawal, and medical or psychiatric crises that can lead to hospitalization and increased use of publicly funded services, particularly Medicaid. MALA is proposing a 24/7, on-line, on-demand transitions training program, offered statewide at no cost to all providers, as a critical step forward. When transition training is limited by time, access, or resources, avoidable crises can increase, driving reliance on emergency rooms, crisis services, and institutional care—placing growing pressure on state resources. MALA’s accessible transitions training has the potential to strengthen the skills of more than 100,000 Michigan caregivers, support safer and more informed transitions, protect vulnerable individuals, strengthen the direct care workforce, and help reduce preventable public costs—especially within Medicaid-funded systems.
