6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The Mo Hood Chronic Kidney Disease (CKD) is an ongoing project that the Legislature funded via a $14m appropriation of federal ARPA dollars in 2021. The ongoing project focuses on preventing CKD in Michigan and avoiding costs to the Medicaid program through strategic partnerships, patient outreach and education, and analysis of key medical population data. Data indicates over 33% of Michigan residents are at risk of developing CKD due to high blood pressure, diabetes, or obesity. CKD costs the state $3.9b annually with the average Medicaid treatment cost for a CKD patient at $22,860. This is over 6 times the cost for the average non-CKD annual patient of $3,511. Currently, more than 16,000 Michigan residents are on dialysis with another 2000 patients waiting for a kidney. The Mo Hood CKD project transforms kidney care and CKD prevention in Michigan. It brings drives collaboration between key healthcare stakeholders via a statewide advisory committee. The Mo Hood III Initiative focuses on collaborating with the provider community, collecting, and analyzing critical Medicaid data, educating community members, and raising awareness of CKD. NKFM has engaged in several important community outreach initiatives including the training and implementation of evidence-based programming (EPB). EBP provides direct outreach, training, and education with those most identified as at-risk for developing CKD. In addition to the 67 trained community engagement staff, the Mo Hood initiative engaged more than 30 active partnerships with community partners to increase nutrition and physical activity education programming. These community partners included the MI Association of Health Plans, MI Primary Care Association, Blue Cross Blue Shield, Ascension Health, Native Michigan tribal communities, among others. According to HEDIS data, this collaboration results in cost-savings to the state of over $144M annually and growing each year as more patient interventions occur."""
