6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Michigan Humane is the largest provider of accessible and affordable veterinary care in Southeast Michigan. The cost for sheltering services has risen considerably in the last few years. Michigan Humane has stepped up to meet these needs, but is facing a series of one-time costs that threaten our ability to meet the needs of the people and pets in Southeast Michigan. A $510,000 appropriation from the State of Michigan would allow us to meet these impending capital needs without having to divert funds from caring for the people and pets of Southeast Michigan: 1) Improve security for the building, staff, and its animals; 2) Address essential items in need of repair or improvement; 3) Continue to provide essential public health and safety services to the municipalities we partner with; 4) Provide services that significantly reduce the financial impact for tax payers. Michigan Humane is facing several infrastructure failures. A $510K allocation of funds in FY27 will allow us to complete the following critical improvement projects at the Berman Center for Animal Care in Westland and more effectively serve the community: - Animal Space Flooring Replacement. Cracked and failing flooring has left our facility more prone to disease and accidents. - Kennel Renovation. Outdated and unsound kennels have created unsafe animal handling conditions for both people and animals. - Electrical Panel Upgrades/Code Compliance. Our panels must be brought up to code. These infrastructure improvements will reduce the chance for outages and improve energy efficiency.
