6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Funding will support the Adult Literacy Fund at the Michigan Adult, Community, and Alternative Education Association. The purpose of the Adult Literacy Opportunity Fund will be to provide additional resources for nonprofit adult literacy programs who serve historically underrepresented and marginalized populations. Participating grantees will participate in a community of practice to share national best practices on the effective delivery of adult education services. Additionally, each entity will be responsible for reporting out having adult learners meet a series of intermediate metrics to maintain award funding and to measure program success.
