6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?

This project advances stormwater management efforts in Clinton Township and Mount Clemens by strengthening system reliability as well as illicit discharge detection and elimination, and spill response capabilities through targeted inspection of aging drainage infrastructure. This integrated approach will combine infrastructure inspection, system mapping, illicit discharge detection and elimination, and spill response preparedness. Funding would support targeted inspection of older storm drains, correction of system mapping deficiencies, expanded monitoring, and focused follow-up actions where deficiencies or illicit connections are identified. Without this funding, this work will not move forward. The age, complexity, and scale of these systems exceed available local funding capacity, and absent state support, infrastructure failures, illicit discharges, and localized flooding will continue to occur reactively rather than being addressed proactively.
