6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
A new pump station is needed to increase capacity at the Chapaton Pump Station at 9 Mile and Jefferson in St. Clair Shores. Built in 1968, this facility is critical to protecting residents and businesses in Eastpointe and St. Clair Shores from flooding and preventing untreated combined sewer overflows into Lake St. Clair. However, the 56-year-old station and its three aging pumps are no longer sufficient to reliably manage current demand. More frequent and intense rain events have pushed the system to its limits, requiring pumps to operate at maximum capacity and increasing the risk of overheating and failure. The emergency bypass has been used repeatedly, but its reliance on gravity flow makes it ineffective during higher lake levels, further elevating the risk of basement backups. A single major storm could result in an estimated $30 million in damages if the system fails. Upgrading this infrastructure is essential to protect homes, businesses, and the regional drinking water supply.
