- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- Sugarloaf Lake, regulated by EGLE, historically has water quality issues stemming from untreated stormwater discharge from the surrounding road network and private and public properties regulated by the DNR. Stormwater runoff from Guinan Drive, a public road classified as a local road per Act 51 funding, travels through limited roadside ditches, culverts and storm sewer. Periodic grading of the gravel surface, uncontrolled drainage courses, and extreme rain events result in untreated sediment to directly discharge onto private properties and Sugarloaf on a recurring basis. Steep road grades and property slopes surrounding the lake exacerbate this problem. Funding from the State does not provide sufficient revenue for maintenance and drainage control performed by the Washtenaw County Road Commission. As a local road funding partner, Lyndon Township has limited resources from its property tax base to match resources necessary to address these stormwater discharge issues. Lyndon Township hired Wade Trim to perform a drainage study. This study evaluated Guinan Drive (an unpaved road) and Sugarloaf Lake Road (an unpaved private road) and related stormwater drainage facilities in the study area. Wade Trim’s final report found that a series of solutions can be implemented that: (1) Transports storm water runoff via defined drainage courses; (2) Reduces to speed of water flow to limit erosion; (3) Maximizes outputs using limited resources, and (4) Treats runoff prior to entering Sugarloaf Lake. The direct benefits to the public are: (1) The treated stormwater runoff supports the ecosystem of Sugarloaf Lake and surrounding water courses; (2) Storm water runoff is transported through defined drainage courses that prevents damage to surrounding properties in low lying areas, and; (3) Public safety is increased due to the prevention of washouts by providing a hard road surface to Guinan Drive.
