6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The purpose of this legislatively directed spending item is to support the Phase 2 development of a public skatepark that provides a safe and accessible recreational space for youth, families, and residents in the community. The skatepark will be open to the public and serve as a positive gathering place where young people can participate in healthy physical activity, develop athletic skills, and build supportive peer relationships. The Phase 2 infrastructure extension plans are youth-driven and by providing funds to see the project come to fruition, the legislature is showing that it values our youth, their ideas, and vision for their community. Additionally, the organization plans to include youth in building thus fostering valuable work skills, communication skills, community building, and building longevity. This project provides significant public benefit by expanding recreational opportunities for youth, promoting active and healthy lifestyles, and creating a constructive environment that encourages mentorship, leadership development, and community engagement. Continued partnerships with local schools and community organizations will allow for organized programming that promotes responsibility, teamwork, and positive personal development. For example, for Phase 1 of the skatepark, the organization engaged in partnerships with Nobel Elementary and Middle Schools. The skatepark will also contribute to neighborhood revitalization by transforming underutilized space into a vibrant public asset that attracts families, encourages community pride, and strengthens connections among residents and local partners. Providing a designated facility for skating will help reduce unsafe or unauthorized skating in streets, sidewalks, and commercial areas, improving safety for both participants and the broader public. The skatepark will be a publicly accessible recreational facility available to all residents, ensuring that state funds support a community asset that promotes youth engagement, public health, and neighborhood safety while delivering broad benefits to the surrounding community. By investing in public infrastructure that promotes youth engagement, health, and neighborhood improvement, this project represents a responsible use of taxpayer funds and will deliver long-term benefits to the community. Of note, the skatepark plan was initiated by community youth and is located in an over 100-year-old park that is along the Joe Louis Greenway.
