- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- LIFT requests funding to build a Hypersonic and Extreme Environment Testing (HEET) facility. LIFT intends to build the 49,000 sq ft. facility at Selfridge Air National Guard Base. The HEET facility will serve as a testing facility for advanced materials used in hypersonic flight (Mach 5, in earth’s atmosphere). Other potential users include Lockheed Martin, Raytheon, Northrop Grumman and other defense contractors in the region. LIFT received a $6.6 million federal investment to purchase equipment to deploy at LIFT’s Detroit headquarters to develop a HEET facility. Federal funds can be used for the purchase of equipment, but not capital investment in facilities. This state funding request for $3.3 million will allow LIFT to prepare facilities where the equipment should be deployed as a one-of-a-kind extreme environment testing facility. LIFT currently does its materials testing at the University of Central Florida, the nearest testing facility is at Purdue University – the LIFT facility is planned to be significantly more impactful than those two in terms of how much data it will collect.
