6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The purpose of this project is to implement safety and security measures that protect Jewish residents of metropolitan Detroit and other locales in the State of Michigan from potential harm stemming from anti-Jewish acts and violence. According to the Anti-Defamation League, antisemitic incidents nationwide have increased by 893% over the past decade with over 600 incidents in Michigan alone during the three years ending 2024. The $23 million request would reflect $5.75 million per year for four years totaling the $23 million. The need is urgent and well-documented. In 2024, the ADL tracked over 10,000 antisemitic incidents nationwide – the highest number ever recorded in a single year. In Michigan alone, there were 252 antisemitic incidents, including threats against Jewish schools, synagogues, agencies, and individuals in the form of harassment, graffiti, phone/mail/online threats, hate speech, death threats, and bomb threats. Criminal charges resulted from a number of these events. Security funding for Jewish community institutions serves the broader public interest. Houses of worship, schools, and community centers function as civic anchors in our neighborhoods, serving both members and the wider public. When any community feels unsafe or targeted, it affects the fabric of our entire region. This funding helps ensure that synagogues, JCCs, and Jewish schools can remain open and accessible without communities bearing prohibitive security costs alone, while supporting law enforcement readiness and preventing incidents that could escalate into broader security concerns. Total previous funding has amounted to $15,258,555.00
