6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
By building open-air covered arena at James J. Keeley Park, Jackson County will complete a portion of the Jackson County Fairgrounds 2016 Master Plan. Replacing this aging infrastructure will ensure long-term future public use and functionality. The modern, accessible, multi-use space will support year-round agricultural education, youth programming, and community events. This investment expands access to educational opportunities for youth through programs such as 4-H, Future Farmers of America (FFA), and other agricultural organizations, contributing to Michigan’s agricultural economy in the future. The covered arena will support livestock exhibitions, clinics, demonstrations, and training activities that expose participants to careers in agriculture, animal science, veterinary services, and skilled trades—industries that are essential to Michigan’s economy and workforce. Without this facility, the agricultural side of the fairgrounds remains constrained by accessibility and capacity limitations that restrict participation and opportunities for more expansive programming. The covered arena will function as a flexible, year-round community facility capable of hosting regional events that generate local economic activity and strengthen the fairgrounds’ role as a public gathering space.
