6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Expansion of Flint Fresh's operational capacity through the development of the unutilized 10,000 sq ft portion of its existing facility. The project will double the organization's storage and working space, which is currently at capacity within the already renovated portion of the facility. This targeted infrastructure investment will also build regional capacity for distributing local products, particularly between the Saginaw Bay/Thumb region and Central Michigan. Construction will include building restoration, large walk-in cold storage and freezer space, temperature-controlled working areas, commercial kitchen/co-packing space, and lot improvements for staff and fleet vehicles. Flint Fresh's continued growth has a direct impact on market access for farmers throughout Southern Michigan while simultaneously improving access to healthy, local foods for institutions and individuals in Genesee County. Each of these factors generate broad economic benefits while also improving public health outcomes. Most significantly, this added capacity will allow Flint Fresh to expand existing support for the local procurement and nutritional improvement efforts of Michigan schools, bolster Michigan's Medicaid In Lieu of Service efforts as an established regional provider for Health Plans, and dramatically increase the aggregation, storage, and distribution of local products through existing supply chain partnerships.
