- FUNDING PROPOSAL AND BRIEF DESCRIPTION Sec. 8-926. From the funds appropriated in part 1 for community substance use disorder prevention, education, and treatment, $1,000,000.00 to $1,500,000.00 is allocated for a specialized substance use disorder detoxification project administered by a 9-1-1 service district in conjunction with a substance use and case management provider and at a hospital within a 9-1-1 services district with at least 600,000 residents and 15 member communities within a county with a population of at least 1,500,000 according to the most recent federal 12 decennial census FUNDING PROPOSAL’S PUBLIC BENEFIT In 2018, Growth Works created and initiated Western Wayne Rescue Recovery in collaboration with the Conference of Western Wayne (CWW} and St. Mary Mercy Livonia Hospital (Trinity Health). Western Wayne Rescue Recovery's dispatch center is available 24/7 /365 and receives calls from St. Mary Mercy Livonia and local police departments. When an emergency call is received, a trained, certified coach is dispatched and arrives at the specified location in under 60 minutes. In April 2021, the Detroit Free Press reported that overdose death had decreased in Michigan, down 9.4% in 2019. However, since the pandemic, opioid-related overdose deaths have increased by at least 20%, and likely more due to incomplete data. "The likely result: more drug overdose deaths than ever" according to Free Press journalist Georgea Kovanis.
