6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Community Education Commission/Goal Line Detroit will expand violence prevention, youth mental health supports, academic stabilization, and family intervention services in Detroit neighborhoods with the highest exposure to trauma, poverty, and community instability. By embedding behavioral specialists, parent interventionists, calming rooms, and trauma-informed programming in trusted community-based locations, we will be able to prevent crises before they occur, reduce long-term public costs, and strengthen neighborhood safety and resilience. Direct Services & Infrastructure: - Youth Behavioral Specialists (Trauma-Informed Care) - Parent Interventionists & Family Stabilization Supports - Calming Rooms for Students & Adults (Youth + Caregiver Spaces) - Violence Prevention & Emotional Regulation Programming - Mental Health Access for Homeless, Homeschooled, and Deaf/Hard of Hearing Youth - After-School Safety & Academic Enrichment - Crisis Prevention & Conflict Resolution Services - Professional Development for Youth-Serving Staff - Safe, Supervised Environments During Peak After-School Risk Hours
