6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Public Safety Departments found in the City of Wayne are seeking funds to assist in modernizing both police and fire equipment so that first responders can better serve the thousands of residents across Wayne. This funding request would allow the City of Wayne to purchase the following: 1) Fully Equipped Advance Life Support Rescue Ambulance ($400,000) The addition of this unit will improve the reliability of the Wayne fleet, improve patient outcomes, reduce mortality and morbidity during medical emergencies, and strengthen overall community resilience. 2) Replacement of aging police laptops ($33,600) Like other police departments found across the country, Wayne PD has suffered with recruiting and retention. The laptop fleet has negatively impacted recruiting and retention and contributed to other issues such as high maintenance costs and police employees needing to spend time with IT support. New police laptops would decrease these costs and allow employees to focus on the core mission of public safety. 3) Encrypted Radios for the Police and Fire Departments ($600,000) If police agencies do not have encrypted radios in 2026, they will not pass their Law Enforcement Information Network audits. However, there will reportedly be a grade period if agencies provide a concrete plan for obtaining encrypted radios. The use of LEIN is vital for law enforcement operations (i.e. determine if a vehicle is stolen, if a person has warrants for their arrest, etc.). Failing LEIN audits will lead to loss of LEIN access. In addition to the requirement to have encrypted radios in order to pass LEIN audits, agencies that do not have encrypted radios will soon not be able to use shared radio channels with agencies that have encrypted radios. Police agencies regularly need to communicate with each other, as crime and other emergencies often transcend geographic borders.
