- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- The City of Taylor is requesting financial support to modernize its emergency communications and dispatch operations through implementation of a Next-Generation 911 (NG911)-compliant, cloud-based system. The project will replace aging, facility-dependent dispatch technology with a modern platform designed to improve reliability, interoperability, and continuity of operations for emergency and non-emergency calls. The City’s current dispatch environment is largely facility-dependent, limiting redundancy and the ability to maintain operations during power outages, network disruptions, or facility impacts. These are risks that Next-Generation 911 systems are specifically designed to address. Taylor is the largest community in the Downriver area and serves as a primary backup Public Safety Answering Point (PSAP) for neighboring jurisdictions. As a result, Taylor’s emergency communications infrastructure plays an important regional role during routine operations as well as large-scale incidents, severe weather events, or facility disruptions. Multiple regional public safety, education, healthcare, labor, and federal law enforcement partners rely on Taylor’s ability to maintain uninterrupted call-taking and dispatch services when redundancy or mutual aid support is required. The proposed NG911 system will support remote and alternate-site call-taking, enhanced interoperability, and unified handling of voice, text-to-911, and data-based emergency communications. These capabilities will strengthen coordination among police, fire, emergency medical services, and partner agencies and ensure that emergency communications remain operational during disruptive events. The system will also support dispatcher workforce resilience by enabling flexible staffing and continuity of operations during emergencies that limit access to the primary dispatch facility. Planning for system modernization is underway, and the City is prepared to advance procurement and implementation upon receipt of funding. Nationwide, public safety agencies are transitioning from legacy 911 infrastructure to Next-Generation 911 systems to support modern call types, improve resiliency, and ensure continuity of operations during emergencies. This project does not include building construction or facility upgrades and is limited to eligible emergency communications technology, software, and implementation costs.
