6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The City of Southgate is seeking funds for water main infrastructure replacement. Southgate’s aging water distribution system, much of it over 70 years old, has become increasingly prone to water main breaks. In the past two years, the City has experienced a record number of failures, disrupting service to residents, schools, and businesses and impacting daily life and economic activity. To address this issue, the City has successfully utilized a cured-in-place pipe (CIPP) lining process for over 15 years. This cost-effective method extends the lifespan of water mains by 50 years or more. Additionally, the City has identified 19,288 linear feet of water mains most at risk of failure, primarily in densely populated neighborhoods. However, due to financial constraints, only about 1,500 feet can be addressed every other year without significantly increasing rates. A comprehensive five-year plan has been developed to rehabilitate these critical sections at an estimated cost of $13,172,820. Support for this project will help ensure reliable and affordable water service for more than 30,000 residents and local businesses while reducing disruptions and improving long-term system reliability.
