- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- This project will complement a generational and transformational investment in the Lake Center District in Portage. The City embarked on a strategic vision in 2019 to focus City energy and resources on the long-neglected, high-value quadrant of Portage known as “Lake Center.” The underlying problem was a decades-long, highly successful investment in other parts of the City, which helped Portage grow into the highest-value municipality in Kalamazoo County. Portage Road, through the isthmus that separates Austin and West Lakes, remained a highway designed to carry rural traffic from the heart of the County to the south. Sincere and costly public engagement over the past seven years has borne significant fruit – and we now have a bold plan to create community, excite private investment, and make this corridor a safe one for motorists, cyclists, and pedestrians. Due to exploding costs of construction, we are facing value engineering problems that will likely eliminate many of the important features of this investment – lighting, extra width on bike trails, and simple amenities like benches, trash cans, and enhanced crosswalks. An LDSI to replace funds lost to inflation will give us the horsepower we need to build a complete street in 2027 (total investment of $10 million).
