6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
This new building will replace the current Livonia Police Department station that is a patchwork of the original water administration building with multiple additions that are outdated and inefficient for the day-to-day operations of police force. The layout of the building no longer works for the needs of a modern police department. The current building constraints have forced officers and support staff to operate three separate property rooms and three separate wellness and fitness areas when one of each would suffice. Many departments are scattered throughout the building, creating inefficiencies and communication issues. The building is not suitable for repairs and remodeling. The foundation, roof, plumbing and electrical systems are all in poor condition. A contributor to this damage is because the building was built near an underground creek. The constant moisture and occasional flooding have caused lasting damage that cannot be repaired. Plumbing issues are a daily concern, with frequent leaks causing areas of the building to be shut down for repairs. Some parts of the building still contain asbestos flooring, which can only be removed at great expense and with potential health risks to employees. The building is at the end of its useful life. This state-of-the-art, shovel-ready design is approximately 70,000 square feet, and will be located closer to the 16th District Court for increased efficiency, safety and to bring the department up to current law enforcement best practice standards. Designed by police station experts and with officer input, features will include a large lobby and inviting space for public facing events, appropriate locker rooms for female officers and to accommodate modern policing equipment, and improved staff training and gym spaces. Additionally, the designed space will create more secure evidence storage and enhanced technology, and it streamlines operations between the 9-1-1 dispatchers and the Emergency Operations Center. Lastly, it will be fully ADA accessible. The current police station was built at a time when technology was not at the forefront of policing, and the building limits our ability to remodel and make improvements. By constructing a new police station, we are ensuring that police officers not only have the tools and facilities necessary to continue keeping our city safe, but the ability to grow with the evolving nature of policing including the increasing amount of tactical gear worn and technology used. This building will serve Livonia for the next 60 years and will be able to adapt as policing progresses. Surrounding communities are constructing new facilities to meet the demands of modern law enforcement, and Livonia must not be left behind. We expect this modern facility will aid in recruiting and retaining police officers, in addition to boosting the morale, health and wellness of our police force and support staff. This is increasingly important in today’s competitive job market. A new police station would improve not only the working conditions for officers but also provide a more welcoming and transparent environment for residents to engage with law enforcement.
