6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
This funding will support the purchase and installation of essential furnishings, fixtures, and equipment necessary to fully outfit and operationalize the City’s new Senior Center and the planned Animal Shelter. The Senior Center is currently under construction, and the Animal Shelter is in the preliminary planning phase. However, without adequate funding for furnishings and equipment, both facilities would face delays in opening and limited operational capacity. These funds will ensure both facilities are fully equipped, functional, and ready to serve residents upon completion. Outfitting the new Senior Center will provide a safe, welcoming, and fully functional space for older adults to participate in recreational, educational, wellness, and social programming, promoting healthy aging, independence, and community engagement. Equipping the Animal Shelter will enable the City to provide proper care, housing, and medical support for animals, while improving public safety, supporting responsible pet ownership, and expanding adoption services. Together, these investments will enhance quality of life, strengthen community services, and ensure the City can deliver essential programs and resources to residents
