6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Removal of concrete foundations and construction debris from brownfield site of 205 Mill Street. The 50+ acre parcel has concrete pad and foundation remnants from the original development (owned by U.S. Steel) that must be removed for the site to be redeveloped. Environmental and geotechnical work has been completed on the site. This funding will help bridge the gap of cost for the city that has a contractor on board to remove the remaining concrete and crush it for re-use as an aggregate base. Additionally, the construction debris will require disposal at a licensed facility. The Site is already secured to prevent any future illicit activities. The 67-acre Mill Street site in the City of Ecorse offers a prime opportunity for redevelopment to create substantial economic benefits for the City of Ecorse, Wayne County and State of Michigan. Redevelopment of this property is critical to the City’s future as it will result in significant future tax dollars and remove a major blighted property and help revitalize the heart of the community. This redevelopment project is a very high priority as it will provide employment and new tax base, however the City needs funding assistance to help overcome the obstacles of being a disadvantaged community and to help reverse the dramatic decline in tax base the City has suffered in recent years, including the imminent loss of over 1,500 jobs from US Steel, the City’s major employer.
