6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Expansion of the City of Detroit’s Rise and Ride Pilot Program would provide funding to support free bus rides for tens of thousands of K-12 students across the City of Detroit. By providing no-cost transportation, this program would remove a barrier to mobility access while providing new and improved connections to schools and after-school programs. Students and their families will benefit from improved educational outcomes driven by reduced absenteeism and increased participation rates in after-school programs that support enhanced learning as well as social, emotional, and physical health. By providing no-cost transportation to K-12 students, schools can reinvest funds currently dedicated to bus passes and other transportation support back into more after-school programming. This creates a multiplier effect whereby the student rides program increases mobility to the very after-school programs it is freeing up funding to grow.
