- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- Expansion of the City of Detroit’s Rise and Ride Pilot Program would provide funding to support free bus rides for tens of thousands of K-12 students across the City of Detroit. By providing no-cost transportation, this program would remove a barrier to mobility access while providing new and improved connections to schools and after-school programs. Students and their families will benefit from improved educational outcomes driven by reduced absenteeism and increased participation rates in after-school programs that support enhanced learning as well as social, emotional, and physical health. By providing no-cost transportation to K-12 students, schools can reinvest funds currently dedicated to bus passes and other transportation support back into more after-school programming. This creates a multiplier effect whereby the student rides program increases mobility to the very after-school programs it is freeing up funding to grow.
