6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Fire Station 3’s replacement is a necessary public‑safety and infrastructure investment because the 1964 facility can no longer support safe, modern emergency operations. The current layout forces fire apparatus to back directly into traffic on Jackson Avenue, creating preventable collision risks and slowing response times. Inside the station, outdated systems and an inflexible floor plan prevent compliance with today’s safety standards, including proper gear decontamination, cancer‑risk‑reduction practices, and resilient operations during outages or severe weather. The building also lacks gender‑inclusive restrooms, showers, and bunking areas, limiting equitable working conditions and hindering recruitment and retention. Replacing the station resolves these structural deficiencies with a purpose‑built, code‑compliant facility designed for modern apparatus, safe ingress and egress, and inclusive accommodations for all personnel. Together, these improvements strengthen emergency response reliability, protect firefighters and the public, and ensure the City’s critical public‑safety infrastructure remains functional for decades to come. The City has been awarded $250,000 from the Federal Government for the design, construction and development of Fire Station #3. The State of Michigan has not previously funded this request.
