6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The City requests $500,000 for critical infrastructure stabilization of the Algonac Community Activity Center, a publicly owned former elementary school that has been repurposed into a regional workforce and public safety facility. Funds will be used for full commercial roof replacement, demolition of structurally unsafe sections, and structural improvements necessary to activate the Marine Technology Training Center. These improvements are necessary to preserve the structural integrity of the building and protect it as a designated emergency shelter in coordination with St. Clair County Emergency Management. More importantly, these improvements unlock the south wing of the facility for development of a Marine Technology Training Center focused on marine mechanics, boat building and restoration, and marine rigging and systems installation. Michigan ranks among the top states in recreational boating, yet marine service providers continue to face technician shortages. Local employers - including boat builders, engine manufacturers, and marinas - have expressed strong need for a trained local workforce pipeline. The project directly supports skilled trades workforce development in a high-demand sector that provides family-supporting wages without requiring a four-year degree. The training center is designed to prepare 15-30 students annually for immediate employment in Michigan's marine industry. This is a public safety infrastructure and economic development project combined - preserving a regional emergency shelter while creating a skilled trades engine for Southeast Michigan.
