6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Funding will help sustain and scale the proven impact of the Detroit Housing Network (DHN): a network managed by CHN and consisting of Detroit community development organizations that coordinate programs and services to achieve, sustain and realize the benefits of homeownership. The network of experienced Members works with Detroit residents to find, understand, and apply for housing services that support homebuyers and homeowners. These services range from Property Tax Assistance, Home Repair, Educational Workshops (ex. Life and Legacy Planning, Homebuyer Education, Home Maintenance and Repair, and Renter Rights and Responsibilities), and Housing Counseling. Our network of partners uses Salesforce - the engine that powers our intake process and centralized data platform - to work with Detroiters to find, understand and apply for the housing services that will help them reach their housing goals. The DHN model improves the efficiency of public investments by coordinating services across trusted community-based organizations. Rather than residents navigating multiple systems independently, DHN creates a connected infrastructure that helps Detroiters access the right services at the right time. This coordinated approach reduces duplication, increases service utilization, and ensures that public resources reach residents who need them most, particularly in neighborhoods that have historically faced barriers to accessing housing support. Since its launch in 2022, DHN has demonstrated measurable success in its mission to create healthy neighborhoods in our communities by increasing housing stability and affordable homeownership for Detroit residents.
