6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
New/Replacement Comstock Township Fire Station $13,500,000 total cost, requesting $11,500,000. The Fire Department has $2,000,000 saved for this project, The proposed station would replace the current Fire Station 9-3, located at 8700 East Michigan Ave Galesburg 49053, which is functionally obsolete, too small, and in a bad strategic location to serve the area. Response times from the current station are poor and prevent life-saving measures from occurring early in an incident due to the location. The current station was not built to house on-duty staff, there is no training room, and the apparatus bay only has two bays. Though the current station was not originally designed for it, the station is currently staffed around the clock and has administrative staff cramped in the building. There is no room to expand due to the property constraints. The apparatus bay cannot accommodate our vehicles let alone the regional vehicles we have been tasked with housing. Also, we house medical supplies for special incidents statewide, and there is no room to properly house these critical supplies. There is no fire department training room that can house multiple fire department members or multiple agency training events anywhere on the east side of Kalamazoo County. The township residents are already taxed for fire department services and there is not enough latitude to finance a capital project this large. A stagnant tax base since the loss of General Motors in 1999 has negatively affected the school system and in turn the community overall. The new facility will be at the township-owned parcel located at 10080 East Michigan Ave (Galesburg 49053). The facility would be over 26,000 square feet. The facility would include living space for current and future on-duty staff, administrative offices including room for a Sheriff’s Department sub-office, 5 large vehicle apparatus bay, non-live burn training tower, community voting area and ample parking. A significant improvement in emergency response times will be seen for not only the township of Comstock but all surrounding areas. All residing, doing business and traveling in the 19th Senate District and beyond will be served by this station. With the improvement in response times comes a direct and positive effect on saving lives and property. Saving businesses from fire as well as keeping our major traffic thoroughfares open directly relates to positive financial impact, not only for our community and county but beyond. In 2015 we witnessed the negative effects from the 193 car pile-up on I-94. Unfortunately, lives were lost and millions of dollars are impacted per hour due to the high traffic density. Responses from this new strategic station can make a positive impact.
