6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The total project cost $566,110. The Comstock Township Department of Fire Rescue has a traffic safety tow vehicle and attenuator trailer that we acquired several years ago with no financial assistance. The tow vehicle and trailer were purchased after a Line of Duty Death on I-94 with Chief Ed Switalski in 2017. The current tow vehicle is past it's life expectancy and the attenuator trailer can only block one lane of traffic. We are requesting a new chassis and "mobile barrier" unit to outfit the chassis as a traffic blocker with attenuator and directional sign board. The mobile barrier equipment is also rated to block more than one lane which is very beneficial for multi-lane highways in Kalamazoo County and the region. A significant improvement in traffic management would be seen for not only the township of Comstock but all surrounding areas as we respond together daily to incidents. Additionally, the vehicle/equipment is available for use in the region by not only fire department's but other public safety responses entities including fire, law enforcement, EMS, and tow/recovery. With the improvement in traffic incident management comes a direct and positive effect on saving lives and property. The quicker we can mitigate a roadway emergency, the quicker we can clear and allow traffic to flow again and minimizing secondary crashes which is the goal in traffic incident management. In addition to preserving lives and property, positive economic impact has a great potential. Saving businesses from fire and other hazards to keeping our major traffic thoroughfares open directly relates to positive financial impact, not only for our community and county but beyond. The benefit of this equipment and technology could have benefited many in the 193 car pile up on I-94 near Galesburg in 2015. The township does not have funds allocated for this project currently and no option for replacement in sight. This project benefits Kalamazoo County and region 5 as a whole.
