6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Mott Community College (MCC), established in 1923, is a public, two-year institution with its main campus located in Flint, Michigan. The college is accredited by the Higher Learning Commission. MCC served 11,808 students in 2024/25 through 50 associate degree programs, 46 certificate programs, 29 workforce programs, and five alternative training programs. In addition to its main campus in Flint, the college has extension centers in Clio, Fenton, and Lapeer, as well as facilities in downtown Flint that house MCC’s workforce and culinary programs. MCC proposes an LDSI-funded project that is grounded in data, especially as it relates to employer demand for well-trained people to fill jobs in the critically important health sector — an area of programming where the college already excels. The data on the health disparities created when people are underserved or unserved in their access to high-quality health services, in Michigan overall and in MCC’s service area, particularly, are equally compelling and strongly supportive of this project. MCC’s Nursing, Dental, and Social Work Programs operate in three distinct physical spaces across our main campus in Flint. These programs are strong and growing, and they currently produce top-notch graduates who are career-ready and employable. The time is right to physically and programmatically position these three areas for the future to optimize their benefit to students, employees, and the external community. To accomplish this, we propose coalescing these programs into a single new location at the college, as a 26,000-square-foot addition to MCC’s existing Curtice-Mott Complex, achieving the many benefits described below. Our proposal for LDSI funding is as follows: Create a newly established, open-to-the-public Medical, Dental, and Behavioral Health Complex (Complex) on the MCC campus will offer significant academic benefits, enhancing the educational experience of Nursing, Dental, and Social Work students. These include: 1) provision of expanded experiential learning opportunities onsite at the college, 2) greater collaboration and synergy across disciplines, 3) ability to apply didactic learning to real-life situations 4) training that will prepare our students to meet the diverse and varied health needs of our very own residents within the greater Flint community, and 5) co-location of these offerings into a single physical space, which will improve the logistical support for these programs and increase cross-program collaboration and patient referrals. This project will also help address the healthcare disparities faced in our region, the lack of affordable healthcare, and limited access to high-quality care in the greater Flint community. Lastly, the new Complex will produce graduates who will help to meet workforce demand and improve the health provider pipeline.
