6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The purpose of this legislatively directed spending request is to expand access to evidence-based mentoring for young people across Michigan through the statewide network of Big Brothers Big Sisters agencies. Mentoring is increasingly recognized as essential social infrastructure that supports healthy youth development, strengthens communities, and prepares the next generation of Michigan’s workforce. Research consistently shows that young people with mentors are more likely to graduate from high school, pursue postsecondary education, and develop the skills needed to succeed in the workforce. Mentoring is also a cost-effective prevention strategy, reducing the likelihood of risky behaviors and helping young people stay connected to school and community. Across Michigan, Big Brothers Big Sisters agencies currently serve nearly 3,000 youth annually, yet demand continues to exceed available capacity, with many young people on waiting lists for a mentor. A statewide investment of $2 million would allow agencies to expand services, reduce waiting lists, and ensure more Michigan youth have access to the supportive relationships that help them succeed in school, careers, and life. Investing in mentoring strengthens Michigan’s talent pipeline, supports families, and builds safer, more resilient communities, making it a responsible and forward-looking use of taxpayer resources.
