6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Asbury Community Development Corporation seeks capital funding to upgrade critical physical infrastructure at its East Flint farm campus and to complete construction of the adjacent community kitchen/farm stop building. These investments will modernize energy systems, security, storage, land, and site features so the campus can operate safely and efficiently as a year‑round food and workforce hub. Scope of Work – Farm Campus Requested funds for the farm campus will support: Solar power systems to serve 16 hoop houses and the wash/pack station, providing reliable, clean energy for irrigation, winter growing, and basic farm operations while reducing long‑term utility costs and vulnerability to outages. Secure shipping container for equipment storage, protecting tractors, implements, tools, and supplies from theft, vandalism, and weather. Wireless security cameras and Wi‑Fi nodes across the farm campus to improve safety, deter illegal dumping and vandalism, enable remote monitoring, and support basic connectivity for on‑site operations. Fencing to clearly define farm boundaries, protect infrastructure and crops, and improve safety for staff, youth, and visitors. Acquisition and site preparation of approximately 10 adjacent land bank lots and 4 houses to consolidate and buffer the farm footprint, expand production areas, and convert nearby vacant and blighted parcels into productive agricultural and support spaces. Hoop house upgrades for winter growing, including improved coverings, structural reinforcement, and related hardware to enable four‑season production and training. Community art installation space, including durable pads, posts, and basic site improvements to host outdoor art that enhances the farm’s visibility and neighborhood identity. Scope of Work – Community Kitchen / Farm Stop Requested funds for the community kitchen/farm stop building will support: Completion of construction through Phase 3, including interior build‑out and code‑compliant finishes necessary for full operation as a farm stop, commercial kitchen, and small community gathering space. Solar system sized to offset a significant portion of the building’s electrical load, improving operating resilience and long‑term affordability. Integrated security system, including cameras, access controls, and alarm components to protect the facility, staff, and visitors. High‑efficiency heat pump system to provide modern, energy‑efficient heating and cooling, replacing or supplementing aging HVAC and reducing operating costs. Perimeter fencing and site controls to define and secure the immediate grounds, coordinate access between the building and farm campus, and improve safety. Parking lot construction or upgrade (grading, base, paving, and striping) to provide safe, accessible off‑street parking for customers, staff, and delivery vehicles. All requested items are capital investments in buildings, land, systems, and durable equipment necessary to support long‑term operations of the farm and community kitchen/farm stop as critical neighborhood infrastructure.
